The issue to be resolved in this proceeding concern whether, because of a prior regulatory and criminal history, the Petitioner is entitled to licensure in Florida as a nonresident life, health and variable annuity agent.Petitioner showed that purported crime did not involve moral turpitude and the crime could not be analogized to one on the list of crimes in the rule requiring a waiting period for licensure. Sufficient investigation has shown justification for licensure.
