The issue in this case is whether Respondent violated the provisions of chapter 440, Florida Statutes, by failing to secure the payment of workers? compensation, as alleged in the Stop-Work Order and Third Amended Order of Penalty Assessment, and if so, what penalty is appropriate.Petitioner proved the violation of requirements of chapter 440, Florida Statutes, as to one employee, but failed to prove violations as to other alleged employees, and failed to prove the alleged violation of the Stop-Work Order.
