The issue in this case is whether Petitioners' application to become adoptive parents should be granted.Evidence showed that Petitioners were qualified to become adoptive parents. Department`s reliance on 11-year-old double hearsay statements in abuse report in which Petitioner was not the subject of the report is insufficient.
