The issue in this case is whether Rule 15A-10.043, Florida Administrative Code, and certain forms incorporated therein, constitutes an invalid exercise of delegated legislative authority to the extent that the rule interprets the term "drug" to include alcohol.Petitioner failed to prove Rule 15A-10.043, FAC, is invalid.
