Two issues were involved in this case: Whether the Respondent unlawfully discriminated against the Petitioner on the basis of race when it failed to promote him to the position of lead man in the Respondent's Public Works Department. Whether the Respondent unlawfully retaliated against the Petitioner by giving him written reprimands and unsatisfactory scores on job performance evaluations because of the fact that he filed an administrative charge of racial discrimination against the Respondent.Human relations case.
