The issue in this proceeding is whether the Respondent’s award of a security guard services contract to Intervenor is clearly erroneous, contrary to competition, arbitrary, or capricious.The evidence did not demonstrate that Respondent`s definition of the word "current" in the RFP was unusual, since the definition was common usage. The varying evaluator time frames were not material.
