The issue to be resolved in this proceeding concerns whether a permit should be issued, pursuant to Florida Administrative Code Chapter 62-701, Florida Administrative Code, authorizing TLA-Cambridge, LLC (“Cambridge”), to construct and operate a “waste processing facility” (“facility”) on a site (“site”) located in Miami-Dade County, Florida.Respondent permit applicant proved reasonable assurance that the project will be built and operated within standards of cited rules and statute. Petitioner failed to adduce preponderant evidence that the facility will cause violations of relevant rules.
