The issues in this case are whether two City of Palm Bay Comprehensive Plan Amendments, one of which was "small scale development amendment" under Section 163.3187(1)(c), Florida Statutes, are "in compliance," as defined in Section 163.3184(1)(b), Florida Statutes.Data and analysis, taken as a whole, supported City plan amendments to change land use on annexed land from County residential to City commercial, although there was some data and analysis that no more commercial acreage was "needed."
