The issue in this case is whether Respondent's intended decision to reject all proposals submitted in response to Request for Proposal No. R106885GM-Group Dental Insurance (the RFP) is illegal, arbitrary, dishonest, or fraudulent.School Board properly rejected all bids for procedural errors, including allowing proposers to submit information which was omitted from their proposals and deviating from the terms and conditions of the RFP in evaluating proposals.
