Whether Respondent engaged in an unlawful employment practice when it failed to hire Petitioner for the position of Training and Safety Specialist in November 1998 and December 1998.Petitioner failed to prove that he was not hired by School Board because of his race. Evidence showed that person hired in lieu of Petitioner was more qualified.
