ORDER ADOPTING MAGISTRATE JUDGE'S PROPOSED FINDINGS AND RECOMMENDED DISPOSITION
MARTHA VÁZQUEZ, District Judge.
The Magistrate Judge filed his Proposed Findings and Recommended Disposition ("PFRD") on April 10, 2019. Doc. No. 33. IT IS ORDERED that :
