Can a case be filed by an ''anonymous'' because of a ''code'' and a person be arrested without knowing exactly the reason,only hunch. My sister's boyfriend was arrested and the case was said to be by an ''anonymous'',job related ''code'' i think.

There could have been an anonymous informant resulting in an arrest warrant or search warrant issuing. But the rest of your fact situation doesn't work.
