Can I tear out portions of magazine
pages, combine these pages pictures
with others (including mostly
photographs), rip up and re- glue on
a sheet in a collage of shots, scan in
final design to be used for stationery,
decoupage onto wooden boxes or
whatever and sell under my name?

If you are going to do more than create a one-of-a-kind collage, NO! Incorporating copyrighted images into another object produced in large numbers for sale is certain to lead to allegations of infringement.
