habeas claim or writ

what do these terms mean and how do I go about filing them for someone who's currently locked up. To properly get his case addressed right

It is writ of habeus corpus -- although the current adminstration seems hell bent on trying to eliminate it. You will need a lawyer to have a realistic shot at it. There are very specialized rules and procedures that apply depending on the facts of the case.
