Holding Records
Can a private school hold records and not release them to another school, if I am not up-to-date on my tuition? Is their some sort of court ruling indicating such an action?

I know of no law or case that states they must release their records.
If you feel that you do not owe them the money they are demanding for some reason, you should pay the money they are demanding under protest (note on the check that the payment is made "under protest") and sue them for return of the money after they release the records.
If the amount in disupte is less than $3,000.00, you can take them to small claims court in either City Court or the local Justice of the Peace, depending on what parish the school is located in.
You don't need an attorney to file in small clamis and the loser usually pays the court costs and service fees.
