I need legal advice regarding my Father's will, and my brother who has POA, and is his personal representative on the will, he has transfer all the money into his name, and is spending it. My father is 91, has demitia, and living in an assisted care home in Valdosta, GA.

You need to re-post this question, selecting GA instead of CA and designating your father's zip code as the location. We CA lawyers have no idea what the law is and the legal options in GA. If it was CA the local District Attorney would have an elder financial abuse department that would investigate and prosecute this as a crime, but I don't know if that is available in GA.
