Lease question

My condo association voted to change a bylaw of the condo documents to cease yearly rentals of all units as of a given date. Existing leases were grandfathered . If a lessor leaves a unit that is grandfathered and doesn't renew the existing lease, can the lessor move to another unit in the condo complex, enter into a new lease and claim their grandfather privilege? Is that considered to be new lease, therefore subject to the new leasing rules?
