Can a financial institution require me to provide doctor's report of an injury and a return to work date from my doctor before finalizing my a loan? I have already provided proof of employment, but my pay stub shows I a drawing short term disability benefits and now they are asking for the above stated info. Can they?

Why, yes, of course, the lender could impose any number of conditions for your loan, including the one you've mentioned.
