My friends neighbor shot and killed his 10 mo. old puppy (non-aggressive).
My friends neighbor has hounded him about his dogs. My friend takes good care of his dogs, one of the dogs dug a hole under the fence and ventured into the neighbors yard. No witness to say yes or no he dog was aggressive. I know that the puppy has never been aggressive it is actually the calmer of the 3 shepard mixes. The neighbor said he felt for his life but ran into his house to get his gun and shot the dog more then once. Is this even legal?

Hard to say, but your friend might wish to consider paying a visit to the local magistrate's office to see what charges might possibly be filed against this canine killer of a neighbor.
