Pool resurfacing faulty

Pool resurfaced 3 yrs ago and it was not bonded correctly and now it's cracking. Pool company wants $1,000.00 to fix. Company admits it's their fault but says I cannot submit a claim against their insurance company because it's workmanship. Paid $3,440 origninally and there was a 2 yr workmanship warranty, which ended 1 yr ago. What rights do we have in having the job done properly without having to pay for it?

If it was done incorrectly, you may nnot have a claim against the insurance company because it is outside the 2 year period for claims, but you do have a claim against the company for their negligent construction (that they apparently admit).
