Protesting a Move
My ex-husband did not communicate with our children for at least six months. He quit his job last March and moved to another state approximately four months into that six months. He is not employed at this time. He is almost four hours away and is now a resident of the state of Georgia. He is also four and a half weeks behind in child support. He has been behind in child support on several other occasions for which I have had to file a Motion for Contempt in order for him to pay the amount owed. I am wanting to move to Arkansas with the kids, ages 10 and 13. Does my ex-husband have the right to protest my relocating with the children under these circumstances? Does the Relocation Law apply to me in this situation?

Yes he could contest, and maybe.
You should consult with your divorce attorney to take the proper steps prior to relocating. Whether your ex protests should not be your primary concern, the court will still have to make a ruling.
