How can a US citizen sue for divorce from a cuban citizen? The Department of Homeland security and Department of US' interest in CUba have been no help.

First and foremost, you need an experienced matrimonial attorney. Second, there are a variety of possible ways in which someone in a country with which the US does not maintain diplomatic relations can be served with process. In each case, this so-called alternative service must be ordered by a judge in the state of your domicile.
