Stormwater

My neighbor's residential lot had flooding issues. He has brought in several feet of soil to remedy his problem. His problem has now become my problem. His lot is now dry and mine holds water up to 1ft deep around the perimeter of my yard when it rains. I have complained to the HOA, city planner and city engineer. My neighbor did not get permission from the HOA nor any permits. Shouldn't he have to plan for drainage when changing the topography? Rincon, GA

You may have legal options depending on the extent of the modifications that your neighbor made. A consultation with a local attorney is your best course of action.
