my friend has a boyfriend who is 20 and she is 17. her dad is always trying to get her and her boyfriends in trouble. I want to know, according to California law, as long as there is no penetration is everything else still legal or can her boyfriend still get in trouble for touching or kissing her?

Any kind of sexual contact -- not just penetration -- would be a crime. Nonsexual touching and kissing would not.
