Is it illegal to use someone's last name to purchase items when you hae no legal right to that name?

You asked about using another person's name.
This is entirely situational. Would it be unlawful to reserve a restaurant table in a false name? No. (Before table beepers, I used to to reserve tables as Donner. It cracked me up to have the hostess page "Donner party, your table is ready." Yeah, nobody else got that joke either. But it always made me smile.)
Anyway, as long as the intent is not to defraud then it would be legal to do so. Fraud would enter into the situation if, for example, the person used another name to obtain auto insurance at more favorable rates. But in general for buying a product I wouldn't see the harm in using a false name (but I'm sure someone will now point it out to me).
