Working hours and not getting paid for them.

The company I work for has just accepted a State Contract and has to pay State prevailing wages (Which is about $15.00 more per hour) just for this contract and only while we are on their grounds. The problem is that we have to drive 1 hour 30 minutes one way to get to the job site. They are not going to pay us anything ($0) for the travel time. Keep in mind that my company did charge the state for all of the travel time plus mileage. Is this legal? We are not contractors we are full time employee's of this company.
