Before being diagnosed w/alzheimers, my father lived w/my sister in Texas and would not get medicine to help the symptoms of the disease. Since he wasn't giving up consent or power of attorney, could we have intervened on his behalf?

I do not practice law in Texas, so I can not comment on what you could have done in that state. In Connecticut, he would have to be incompetent for you or your sister to obtain an involuntary conservatorship in the probate court to manage his affairs.
