how would the acceptance of a workers compensation settlement affect the asset limit qualification for the recipient of SSDI, Medicaid, and Medicare? Would the income amount be determined based on the gross settlement or net settlement (net of attorneys fees)?

If you are receiving wc benefits prior to settlement, that should have already knocked out your entitlement to SSDI. A settlement will definately do that but you could apply for regular SSD which has not asset limit. The amount of the settlement will be based upon net, not gross.
