I have a DUI 2nd Off. Gen Impair on my record listed as an M1 from 15 years ago. Seems high. Can I get it changed?

The only way to truly expunge a conviction is by applying for a governor's pardon. If the board of pardons recommends a pardon to the governor, and he approves it, then it can be removed from your record.The other option is that you can apply for a limited expungement where you can apply to have your record hidden from public view and only the government can access it.

As far as it being an M1 grading, a 2nd offense, highest rate DUI is by law graded as an M1.

DUI defendants face what's known as "escalating penalties" in Pennsylvania: the more you rack up, the harsher the penalty. So it all depends on your prior record, how many DUI convictions you have, and how much time has passed between each of them.

Pennsylvania has also passed what's known as the Clean Slate Act not long ago, and it's possible that your record is eligible to be "sealed" - which is somewhat different than expungement, but there's a lot of overlap. Some convictions are sealed automatically (and eventually), and some require a petition to be filed before your record is sealed.
