I have a dui charge. I haven’t been able to proceed with the things I need to do due to the covid-19. Do I have a right.

you need to consult with a lawyer or request a public defender asap.

the question is fact-dependent.

if you are looking to use intoxalock and can not enroll and get form DL107 you may have to wait. Courts were theoretically set to open Friday but I doubt it.

The current situation is unlikely to result in either your charges being dropped or your conviction being overturned. Your question cannot be completely answered because charges being dropped presupposes that prosecution of your case hasn't started or been completed, whereas, overturned suggests that your case has ended with a conviction. The State of California has tolled the statute of limitations for prosecution and will likely be accepting of failures to complete sentencing requirements. You should contact your lawyer if you have one, if not you should contact a local DUI defense attorney to discuss your situation.
