I have never had a Class A license before
I disagree with the previous answer. 2 DUIs will disqualify a person from holding a commercial license. The disqualification is for life. See California Vehicle Code section 15302.

WITH A 2ND DUI WITHIN 10 YEARS, YOUR LICENSE IS SUSPENDED FOR 1 YEAR
HOWEVER, IF IT WERE A RECENT DUI YOU CAN INSTALL THE IGNITION INTERLOCK DEVICE. (IID)
YOU SAY THEY WERE BOTH IN 2013 SO YOU WOULD NOT BE ELIGIBLE FOR IID.
