I had a client that had a piece framed 17 years ago from us she is saying that the wrong tape was used and is bleading threw the art now. Are we responsible after 17 years?

In all likelihood you are not responsible. If she discovered or should have discovered the problem more than 3 years ago, you are protected by the statute of limitations. If the problem only presented itself recently, it seems hard to believe that your tape would be responsible, but that is a matter for someone with expertise in your field. I suggest you find out when she first noticed the bleeding. If it was within the past 3 years, then you should check with your colleagues to see if they've ever had this complaint, and what their opinion is of the issue.
