If a person (90 years old) lives in an assisted living home, and has lived there for the past 7 years, runs out of money, what are her rights as far as remaining their?

If she has already run out of money then she might look into applying for Medicaid assistance. If she has not yet run out of money she would benefit from seeing a lawyer who can help her with qualification for Medicaid. However, Medicaid does not pay for assisted living.
