Something is triggering the DMV to believe you need an interlock. Ultimately the DMV determines if all requirements are met to get your drivers license reinstated. You should go to the clerk's office of the court where you were sentenced. Obtain the judgment sheet with the Judge's signature. Take it to the DMV and show them that you were not ordered to get an interlock device. You can also search on https://dl.safety.tn.gov/_/ to see what you need to complete to reinstate your license. You may have a reinstatement fee and other costs. You should hire an attorney to help move the process along quickly.

You need to get your attorney on your Case to do his job. Depending on the Court you were in, either a Judgment of Conviction or the General Sessions Warrant with the Disposition should contain all of your Sentencing requirements. If necessary hire a competent Tennessee attorney to get certified copies of the foregoing. Hopefully the records will contain what the actual Sentence is. Then send those with a letter to the licensing authority showing that an interlock was not ordered. Sometimes you will need an Affidavit from the Clerk attesting to the records.
