My son who is living outside of the US is being blocked from sending his daughter emails. Can the mother do that legally in Texas?

It depends upon what their court order says. Generally speaking, it would be unusual if a court allowed a parent's emails to their child to be blocked. Your son may need to retain an attorney to get his order modified and/or enforced.
