What is it that considereds a person with autism at 18 to be incapacitated?

This doesn't really look like an Admiralty/Maritime law matter. It sounds like something involving a determination that could be made under any number of guidelines, whether incapacitated for purposes of health care law, a disability claim, enrollment for special education programs, guardianship, or other purpose(s).
