With a general power of attorney is it legal to buy and sell in the persons name who you have to power of attorney over?

Yes, unless the POA does not grant that right, or specifically excludes it. Most every POA contains language allowing exactly that and it would be odd not to have such language in a general POA. Best thing to do is to read the POA, which probably grants that right.
