Tony is a former Division Chief for Commercial Litigation and former Chief of Construction Law and Procurement in the Office of General Counsel for the City of Jacksonville, where he represented the Department of Public Works, Duval County School Board, JEA, Jacksonville Port Authority, Jacksonville Housing Authority and Jacksonville Aviation Authority. While employed with the City of Jacksonville, Mr. Zebouni handled procurement issues, bid protests and construction disputes, including claims valued in excess of $100 million.
Mr. Zebouni’s responsibilities also included drafting and negotiating construction and transportation contracts for various departments and agencies of the consolidated government of Jacksonville. He served on various committees by the Mayor’s Office related to Procurement and Construction reviews and is a former member of the Jacksonville Construction Claims Dispute Review Board. Mr. Zebouni is formerly chairman of the Jacksonville Civil Service Board and is General Counsel and Legislative Chairman of the Utility Contractors Association of North Florida and chairman of the Florida Utility and Excavators Association PAC Chairman. Mr. Zebouni utilizes the invaluable insight and knowledge he obtained as a government attorney to benefit RWZA’s private clients.

1988 to 2006 I served as Chief of Construction and Procurement for the City of Jacksonville and handled all construction disputes for the consolidated City. From 2006 to present I have handled numerous construction matters representing both public and private owners, contractors, subcontractors and design professionals.
I have been a AAA Certified neutral for the Commercial and Construction Panels and am also a Qualifies State of Florida Arbitrator.
As both an assistant general counsel and private attorney I have handled many contractual disputes and tort matters representing both plaintiffs and defendants.
I tried many criminal cases from 1977-1987, (in excess of 250). I have participated in numerous administrative hearings, injunction hearings and trials involving construction and procurement disputes.
I have represented a party in at least 50 mediations; and have served as both a volunteer county mediator and certified circuit mediator for approximately 10 years.
