Jill E. Jacobs brings over 28 years of workers’ compensation litigation experience to the City of Palm Bay, including 12 as Senior Staff Attorney for The Harford, where she managed a full case load of claims from inception to post-trial, most of which were catastrophic and high exposure based upon complexity of issues or medical severity, or both. She served as a primary resource for all claims handlers and management in Florida for legal opinions and counsel on strategy, including as lead attorney on numerous workshops and seminars for claims personnel and employers, in order to keep clients up to date on the Workers’ Compensation Act and related procedural rules.
As a workers’ compensation expert, achieving Florida Bar Board Certification status in 2015, Ms. Jacobs is also very knowledgeable in areas of concurrent jurisdiction and overlapping fields such as wage/hour, wrongful termination, social security, Medicare, equitable distribution litigation and third party subrogation.
With the City of Palm Bay, Ms. Jacobs has successfully let the transition of risk management in-house. She is equally involved in all city and local government matters, including advising departments within the City, speaking on relevant topics and expanding her knowledge base well beyond workers' compensation.
Professionally, Ms. Jacobs' strengths include communication, investigation, strategy, mentoring and training. Her true passion is sharing – her knowledge and love of the law.
Originally from Philadelphia and South Jersey, she has just recently arrived in Brevard from Miami-Dade County, where she resided since graduating from University of Miami School of Law in 1987. Ms. Jacobs is the proud parent of three wonderful children.
