Joseph Sapp recently joined Chapman Law Group’s Sarasota office and has a wealth of experience in the field of health care practice formation and management, particularly in the field of ambulatory surgical centers.
Prior to joining the firm, Joseph was instrumental in the formation of an ambulatory surgery center for one of the world’s leading orthopedic surgeons. Prior to that, Joseph served as counsel to a multi-state ambulatory surgery center management company where he was responsible for the legal, development, and management aspects of ambulatory surgery centers and cardiovascular catheterization laboratories.After obtaining a master of laws degree, Mr. Sapp immediately began his career in health law, working as in-house counsel to a surgical center management company. There, he was responsible for the legal, regulatory and compliance matters associated with certifying, developing and managing ambulatory surgery centers. Mr. Sapp was crucial in ensuring proper billing and collection processes were utilized to comply with health care, workers compensation and HIPAA regulations of a five million dollar in total revenue surgery center.
Joseph practices in the areas of business organization, physician employment agreements, non-competition agreements, the formation of discount medical programs, special needs trust, and Florida’s AHCA certificate of need program. Prior to joining the firm, Joseph helped a sixty bed skilled nursing facility in Clermont, Florida obtain a certificate of need from AHCA.After obtaining his law degree, Joseph went on to obtain a master of laws degree from Stetson University College of Law. During his educational career, Joseph studied abroad in Spain where he ran with the bulls in Pamplona. He also studied in Nanki University in China where he not only earned a certificate of completion in Chinese trade law, but also climbed the Great Wall of China.
In addition to private practice, Mr. Sapp chaired the board and committee meetings of, as well as served as liaison between, a co-managed model of an outpatient surgery department of one of Florida’s leading healthcare facilities. His administrative director experience provides insight into the day to day functions required for the success of outpatient surgical facilities including tracking case profitability, block utilization, and the careful line that must be walked in marketing and acquiring physician talent.While Mr. Sapp has run with the bulls and scaled the Great Wall of China, his greatest achievement is serving the medical community day after day in providing effective legal representation. His primary area of practice includes the creation, development, and utilization of health care facilities including ambulatory surgery centers, cardiovascular catheterization laboratories, physician group practices, certificate of need practice, professional license defense, physician revenue collection, as well as business organization formation and operational development. He continues to bring the same tenacity in his personal life to serving his clients.
