Neither party filed exceptions to the Recommended Order, a copy of which is attached and incorporated herein by reference. The Commission, having reviewed the Administrative Complaint and the Recommended Order, and being otherwise fully advised in this matter, approves and adopts as its own the administrative law judge's finding of fact and conclusions of faw as set forth in the Recommended Order.
