MORAN Respondent ADMINISTRATIVE COMPLAINT COMES NOW, the Petitioner, Pinellas County Construction Licensing Board, hereinafter referred to as "Petitioner," and files this Administrative Complaint against LISA A. MORAN, hereinafter referred to as "Respondent," and alleges: 1. Petitioner seeks to suspend, revoke or take other disciplinary action against the Respondent as licensee and against his/her license to practice contracting pursuant to Chapter 89-504, Laws of Florida, as amended. 2. Respondent is a certified marine specialty contractor having been issued license C-6894. Respondent's last known address is 3771 Sunset Circle, Largo, FL 33774. 3. At ail times material Respondent was the qualifying contractor for J & M Marine Construction. COUNT ONE 4. On or about September 20, 2001 Respondent contracted with owner John Desautels to install approximately 85 feet of Aluminum Seawall with 24"x24" concrete cap and 8 tie-backs and deadmen at 1461 Sea Gull Drive S, St. Petersburg, FL 33707 for $15,200.00. Respondent was paid a down payment of $7,500.00 plus an additional $1,500.00 towards the contract price. 5. Respondent committed mismanagement or misconduct in the practice of contracting that causes financial harm to a customer and has committed financial mismanagement or misconduct by abandoning the job and failing to refund monies advanced for said work. in violation of Section 24 (2)(h), Chapter 89-504, Laws of Florida, as amended. COUNT TWO 6. Paragraphs 1 through 5 restated as if in full. 7. Respondent entered into a contract, delivered equipment and materials and failed to maintain workers' compensation insurance coverage as required by Sections 440.10 and 440.38, Florida Statutes. Based on the foregoing, Respondent violated Section 24(2)(d)(h)(j)(m), Chapter 89-504, Laws of Florida, as amended, and Sections 440.10 and 440.38, Florida Statutes.
