On December 15, 2004, the Department rejected all proposals. As a result, Administrative Law Judge Errol H. Powell cancelled the scheduled hearing in the case and closed the file of the Division of Administrative Hearings. . Based upon the foregoing it is hereby ORDERED that the Petitioner’s protest is now moot and is DISMISSED.
