COMES NOW, Petitioner, Department of Health, by and through its undersigned counsel, and files this Administrative Complaint before the Board of Medicine against Respondent, George Trotter, M.D., and in support thereof alleges: 1. Petitioner is the state department charged with regulating the practice of medicine pursuant to Section 20.43, Florida Statutes; Chapter 456, Florida Statutes, and Chapter 458, Florida Statutes. 2, At all times material to this Complaint, Respondent was a licensed physician within the state of Florida, having been issued license number ME 9084. couz 80 AON Dec 27 2005 14:31 Dec 27 2005 15:33 P.03 we ~ 3. Respondent’s address of record is 2023 Myra Street, Jacksonville, Florida 32204. 4, On or about August 8, 2003, Patient J.B., a fifty-four (54) year old male, was admitted to St Vincent's Medical Center’s (S.V.M.C.) with atrial fibrillation. 5. Patient J.B, had an elevated blood sugar of 389 on admission. 6. On admission Respondent failed to monitor or respond to Patient J.B.’s elevated blood sugar of 389. 7. Respondent failed to promptly treat Patient J.B’s elevated blood sugar with fluids and insulin. It was not until on or about August 12, 2003, the day of Patient J.B.'s death, when his blood sugar reached 722, that Respondent ordered additional blood sugar tests and treatment for Fatient J.B’s elevated blood sugar level. 8. A reasonably prudent similar physician would have ordered additional blood tests and promptly treated the elevated blood sugar with fluids and insulin. 10. Section 458.331(1)(t), Florida Statutes (2003), provides that failing to practice medicine with that level of care, skill, and treatment which is recognized by a reasonably prudent similar physician as being J\PSU\Medicalkurt\Administrative Complaint\AC. Respondent failed to practice medicine with that level of care, skill, and treatment which is recognized by a reasonably prudent similar physician as being acceptable under similar conditions and circumstances, in one or more of the following ways: a) by failing to order additional blood tests for elevated blood sugar; b) by failing to promptly treat the initial blood sugar level with fluids and insulin. 12. Based on the foregoing, Respondent has violated Section 458.331(1)(t), Florida Statutes (2003), by failing to practice medicine with that level of care, skill, and treatment which is recognized by a reasonably prudent similar physician as being acceptable under similar conditions and circumstances. WHEREFORE, the Petitioner respectfully requests that the Board of Medicine enter an order imposing one or more of the following penalties: permanent revocation or suspension of Respondent's license, restriction of practice, imposition of an administrative fine, issuance of a reprimand, placement of the Respondent on probation, corrective action, refund of JAPSU\Medical\kurt\Administrative ComplainfiAC.
