Hill, - ~ Respondent, / ADMINISTRATIVE COMPLAINT The Criminal Justice Standards and Training Commission, hereinafter referred to as the Commission, files this Administrative Complaint against the Respondent, Steven A. Hill. The Commission seeks to impose disciplinary action upon the referenced individual based on the following allegations: I. Respondent was certified by the Criminal Justice Standards and reining Commission on February 28, 1989, and was issued Law Enforcement Certificate Number 61627 and on December 17, 2000, was issued Instructor Certificate Number 211082. 2. (a) On or about October 8, 2004 » the Respondent, Steven A, Hill, did unlawfully and knowingly extort money or any pecuniary advantage, with the intent to compel Mare Whaley to do.any act or refrain from doing any act against his will, to wit: Hill posed as a State Attorney Investigator and threatened Mare Whaley with jail time if he did not pay a debt owed to a private business owner, (b) On or about October 8, 2004, the Respondent, Steven A, Hill, did unlawfully and falsely assume or pretend to be a State Attormey Investigator, and unlawfully took upon himself to act as such, or requite any other person to aid or assist him in a matter pertaining to the duty of May 24 2006 9:57 FDLE O08 PAGE 86/a7 @5/ 24/2086 89:53 8584187691 such an officer, to wit: identified himself as a State Attorney Investigator in an attempt to facilitate the collection of a debt due to an Orlando business owner. 3. ‘The actions of the Respondent did violate the provisions of Section 836.05: 843.08 or any lesser included offenses, Section 943.1395(6) and/or (7), Florida Statutes, and/or Rules 11B- 27.001 1(4)(a) and/or 11B-20.0012(1)(f), Florida Administrative Code, in that Respondent has failed to maintain the qualifications established in Section 943.13(7), Florida Statutes, which require that a Law Enforcement and Instructot Officer in the State of Florida have good moral character and which gives rise to a disciplinary action against Respondent's Law Enforcement and Instructor certification. 4, This. Administrative Complaint is issued pursuant to Sections 120.60, 943.12(3) ~ and 943,1395(6) and/or (7), Florida Statutes, Any proceedings concerning this Complaint shall be conducted pursuant to Sections 120.569 and 120.57, Florida Statutes, and Rules 11B-27, 28- 106, and 28-107, Florida Administrative Code. Mediation is not available under Section 120.573, Florida Statutes. WHEREFORE, it is alleged that the Respondent, Steven A. Hill is guilty of violating Sections 943.1395(6) and/or (7), and/or 943.13(7), Florida Statutes, and/or Rules 11B- 27,0011(4){a) and/or 11B-20.0012(1)(f), Florida Administrative Code, NOW, THEREFORE, the Florida Criminal Justice Standards and Training Commission hereby complains against Steven A. Hill and alleges that ah appropriate penalty, as provided in Section 943.1395(6) and/or (7), Florida Statutes, should be imposed for the reasons set forth above and in accordance with the Election of Rights form (to which is attached an Explanation of Rights form) attached hereto and incorporated herein.
