Rodriguez, Respondent. / ADMINISTRATIVE COMPLAINT The Criminal Justice Standards and Training Commission, hereinafter referred to as the Commission, files this Administrative Complaint against the Respondent, Ulysses N. Rodriguez, The Commission seeks to impose disciplinary action upon the referenced individual based on the following allegations: lL Respondent was certified by the Criminal Justice Standards and Training Commission on August 8, 2003, and was issued Law Enforcement Certificate Number 250666 and on January 11, 2005, was issued Correctional Certificate Number 245815, 2, (a) On or about December 3, 2007, the Respondent, Ulysses N. Rodriguez, did unlawfully and without lawful authority, forcibly, by threat, or seeretly confine, abduct, imprison, or restrain another person, to-wit: Jessica Doriety, against said person’s will. (b) On or about December 3, 2007, the Respondent, Ulysses N. Rodriguez, did then unlawfally and intentionally touch or strike Jessica Doriety, a person with whom he was in a dating relationship, against the will of the said Jessica Doriety and did knowingly and intentionally impede her normal breathing by blocking her nose or mouth so as to create a risk of great bodily harm. 3. The actions of the Respondent did violate the provisions of Section 787.02, 784.041 or any lesser included offenses, Section 943.1395(7), Florida Statutes and Rule {1B-27.0011(4)a, a, Florida Administrative Code, in that Respondent has failed to maintain the qualifications established in Section Apr 22 2010 15:11 @4/22/2818 16:14 8584187699 FDLE PAGE 85/87 343.13(7), Florida Statutes, wuich require that a Law Enforcement and Uurrectional officer in the State of Florida have good moral character. 4, This Administrative Complaint is issued pursuant to Sectioris 120.60 and 943.1395(7),. Florida Statutes and Rule 11B-27,004(4), Florida Administrative Code. Any pfoceedings concerning this Complaint shall be conducted pursuant to Sections 120.569 and 1 20.57, Florida Statutes, and Chapters 11B-27, 28-106, and 28-107, Florida Administrative Code. Mediation is not available under Section 120,573, Florida Statutes. WHEREFORE, it is alleged that the Respondent, Ulysses N.
