The Criminal Justice Standards and Training Commission, hereinafter referred to as the Commission, files this Administrative Complaint against the Respondent, Bernal Emile. The Commission seeks to impose disciplinary action upon the referenced individual based on the following allegations:

I. Respondont was certified by the Criminol Justice Standards and Training Commission on December 20, 2007, and was isst1ed Correctional Certificate Number 272383.

1. On or about July 28, 2009, the Respondent, Bernal Emile, did unlawfully possess not

   more than 20 grams of cannabis.

2. The actions of the Respondent did violate the provisions of Section 893.l3(6)(b) or any lesser included offenses, Section 943.1395(7), Florida Statutes and Rule I IB~27.00I 1(4)(b), Florida

   Administrative Code, in that Respondent has failed to maintain the qualifications established in Section 943.13(7), Florida Statutes, which require that a Correctional officer in the State of Florida have good

   moral character.

3. This Administrative Complaint is issued pursuant to Sections 120.60 and 943.1395(7), Florida Statutes and Rule 11 B-27.004(4), Florida Administrative Code. Any proceedings concerning this Complaint shall be conducted purs11ant to Sections 120,569 Md 120,,7, Floridn Statutes, and Chapters 11B-27, 28-106, and 28-107, Florida Administrative Code, Media.tio11 is Mt available under Section 120.573, Florida Statutes.
