- PINELLAS COUNTY CONSTRUCTION LICENSING BOARD PINELLAS COUNTY CONSTRUCTION LICENSING BOARD Petitioner, vs Case #: A15-116 KEITH MURRAY ANDREWS Respondent, ADMINISTRATIVE COMPLAINT The Pinellas County Construction Licensing Board (Petitioner) files this Administrative Complaint against KEITH MURRAY ANDREWS (Respondent), and alleges as follows: 1. The Pinellas County Construction Licensing Board is a Special District of the State of Florida. 2. At all times material hereto, Respondent held a ROOFING license, number I- CCC1326604 issued by this Board. MATERIAL FACTS 3. On or about January 28, 2015, Petitioner received a complaint from John Witkowski of the City of Clearwater stating that the Respondent worked outside the scope of his license during a construction project at 3049 Braeloch Circle East, Building 4, Clearwater, FL 33761. 4. Complainant alleges that the Respondent installed battens and sheathing that required a General Contractor's license. Respondent performed activities requiring licensure as a construction contractor and Respondent does not hold a valid active certificate or registration authorizing him or her to perform said activity and is guilty of unlicensed contracting and working outside the scope of Respondent's licensure.
