PINELLAS COUNTY CONSTRUCTION LICENSING BOARD PINELLAS COUNTY CONSTRUCTION LICENSING BOARD Case #: A16-416 Petitioner, VS Richard Stratton Respondent, ADMINISTRATIVE COMPLAINT COMES NOW, the Petitioner, Pinellas County Construction Licensing Board, hereinafter referred to as “Petitioner”, and files this Administrative Complaint against Richard Stratton, hereinafter referred to as “Respondent”, and alleges: 1. Petitioner seeks to suspend, revoke or take other disciplinary action against the Respondent as licensee and against his license to practice contracting pursuant to Chapter 75-489, Laws of Florida, as amended. 2. Respondent is a Roofing Contractor, having been issued license I-CCC039799 (CCC039799) Respondent's address of record is 2001 15th Ave N, Saint Petersburg, FL 33713. 3. Atall times, material Respondent was the qualifying contractor for Albritton Roofing Industries. 4. On August 27, 2015, the Complainant entered into a written contract with the Respondent to remove and replace an existing roof for a contact price of $4925. The Respondent did receive a permit for the work, but did failed the final inspection and abandoned the permit. The Complainant complains of roof retaining water, and improperly fastened tiles. To date the deficiencies have not been fixed and the permit is listed as abandoned. COUNT ONE 4. Paragraph 1 to 4 restated as if in full 5. Respondent obtained permit CW15-11788 for construction activity at 14429 Yacht Club Blvd. Seminole, FL 33776 but allowed said permit to expire without first obtaining required inspection(s). Respondent was unable or unwilling to stop leaks causing financial harm to the consumer in violation of Section 489.126 (2) & (4), Florida Statutes; Section 489.129 (1)(g), Florida Statutes; and Section 24(2)(h), Chapter 75-489, Laws of Florida, as amended.
