DEBORAH BARNES, Magistrate Judge.
IT IS HEREBY STIPULATED between the parties through their respective counsel, Special Assistant United States Attorney, ERIC CHANG, and Assistant Federal Defender, LINDA C. ALLISON, attorney for MICHAEL L.
